Cameroon : Bill on Visa Facilitation Adopted By Law Makers

The Concept Of Public Order Clarified By Minister Delegate.    

Bill No 1090/PJL/AN authorizing the President of the Republic to ratify the cooperation agreement between the government of the Republic of Cameroon and the government of the United Arab Emirates on visa facilitation on Tuesday, March 30, 2021, was finally adopted at the hills of the Yaounde Conference Center, during a plenary sitting.

Debating on the bill before adopted, Honorable Cabril Libi, questioned Felix Mbayu, the Miniter Delegated in charge of relations with the CommonWealth, representing the Minister of  External Relations on the concept of public order highligted on the bill, which to him is at times used abusively when it comes to the opposition parties or the general population regarding manifestations and has no proper definition in Cameroon.  

The Minister Delegated in charge of relations with the CommonWealth, Felix Mbayu in responding to the worries of Honorable Cabril Libi, stated clearly that, there is no jurisprudence that recently defines the concept of public order. Reason being that, the concept of public order is dynamic and not static. To the minister, what was considered public order ten years ago, cannot be same today. He mentioned clearly  » ten years ago, we never knew that people could use internet to conven a meeting to disrupt works of a super market in the United States. If you put that as a definition of public order ten years ago, it would not work today ».

The Minister Delegate in charge of relations with the Commonwealth, reminded the members of parliament that, the concept of public order depends on the situation and it is the responsibility for those in charge of maintaining law and order to handle it. To him, the law of public order is for the interest of everyone especially those travelling to Dubai.
